NDCS announces leadership changes
July 13, 2026 (Lincoln, Neb.) – Today, Director Rob Jeffreys announced multiple leadership appointments within the Nebraska Department of Correctional Services (NDCS).
“These changes ensure we have the right leaders in the right roles to carry out the responsibilities of this agency,” said Jeffreys. “I’m confident their experience and drive will support our mission to keep people safe.”
Michael Donley, JD, MBA, joined NDCS as the agency’s legal counsel, effective today. In this role, he is responsible for leading the NDCS Legal Division, which provides guidance on legal and administrative matters affecting the agency. Donley previously served as general counsel for the Office of Governor Pillen.
Effective July 14, 2026, Taggart Boyd will assume the role of deputy director - prisons, where he will lead and support the wardens of all NDCS facilities. Boyd joined NDCS as warden of the Reception and Treatment Center in 2017 and was appointed deputy assistant director in February 2025.
Also effective July 14, 2026, Robert Madsen, who has served as deputy director – prisons since 2018, will move into the role of transition administrator. He will lead efforts to relocate the Nebraska State Penitentiary from its current site to the new facility under construction.
Kolby Foote has been appointed warden of the WEC Detention Facility, effective August 24, 2026. Foote currently serves as captain at the Reception and Treatment Center in Lincoln.
