As human talent director for the Nebraska Department of Correctional Service (NDCS), Lindsey Carter brings a strong commitment to professional development and employee engagement.
Carter began her NDCS career in 2021 as the development and engagement coordinator, where she focused on enhancing training programs and fostering employee engagement across the agency. Most recently, she served as the agency’s professional development administrator, leading significant improvements to the NDCS pre-service training program. Her efforts culminated in the successful rollout of a newly revised pre-service training in 2025.
Prior to joining NDCS, Carter spent more than 10 years in the field of probation, serving as an officer, supervisor, and trainer.
Carter graduated from the University of Nebraska–Lincoln with a bachelor’s degree in psychology and sociology.
