Jacob Leaver was appointed deputy director - administrative services in January 2026. He brings extensive experience in public budgeting, financial analysis, and statewide operational planning. In this role, he leads accounting, purchasing, budget, engineering and information technology services for the agency.
Leaver began his career in the public sector and spent several years with the State of Nebraska as a budget management analyst. During his tenure with the State Budget Division, he worked with ten different code agencies, advising on the development of operational and capital budgets and presenting comprehensive financial reports to state officials. Most recently, Leaver served as the deputy state budget administrator, where he developed expenditure models, conducted revenue forecasting, and evaluated cost efficiency and project feasibility.
Leaver earned a bachelor’s degree in business administration with concentrations in finance and economics from Wayne State College.
