Agency Legal Counsel


Candace Bottorf was appointed Agency Legal Counsel in June 2017. She oversees the Department’s legal division, which includes two associate attorneys. The Legal Division supports all NDCS programs and institutions by providing legal advice and representation regarding labor relations, personnel issues, inmate rights, contracts, legislation, policy review or matters involving litigation and the courts. 

Prior to Bottorf’s appointment as agency counsel, she was the York County Attorney and served in the York County Attorney’s office from 2010 to 2017. Bottorf earned her Bachelor of Science Degree in Business Administration in 1996 and her Juris Doctorate Degree in 1999. She was first licensed to practice law in Arizona in 1999, then Nevada in 2005. She came home to Nebraska and opened her own law practice in 2008 prior to working full-time in the York County Attorney’s office in 2010.
